Dr. JP decries rot in co-op movement

Lok Satta Party national President Dr. Jayaprakash Narayan today held the Government, the ruling party and other traditional parties squarely responsible for the sad state of affairs that characterize elections now under way to cooperatives in Andhra Pradesh.

In a media statement, Dr. JP pointed out that traditional parties have resorted to enrolment of nominal and spurious members treating cooperatives as their fiefdoms. The politicization of cooperatives has injected all distortions of general elections like vote buying, auction of positions and ugly practices of kidnappings and violence.

Dr. JP said that contenders in some cases are incurring more expenditure than the cooperatives have in terms of assets. The outcome naturally will be pilferage, plunder and collapse of cooperatives much to the detriment of poor farmers and other members.

Dr. JP recalled that the Lok Satta as a movement and political party had fought along with many cooperative movement stalwarts like Verghese Kurien and M. Rami Reddy to liberate cooperatives from the clutches of the Government and political parties. It was largely as a result of the efforts of the Lok Satta that the 97th amendment to the Constitution incorporating the right to form cooperatives as a fundamental right under Article 19 (1) (c) was carried out.

Underlining that cooperatives are supposed to be self-reliant economic enterprises, Dr. JP appealed to their members to assert their rights and stem the rot in the movement.

Appeal to youth

Dr. JP appealed to youth to realize that suicide is no solution when they are fighting for their future. “Your parents and you have many dreams about your future. You have the right and duty to fulfill your dreams. But suicide or negation of life is not an option,” Dr JP said.

Referring to the continuing suicides in the cause of Telangana, Dr. JP called upon all political parties to ensure that youth do not fall victims of despair and despondency. He once again asked the Union Government to hammer out an amicable and comprehensive solution to the Telangana problem without further delay.

Lok Satta Party national President Dr. Jayaprakash Narayan today welcomed the Republic Day pledge of Mr. N. Chandrababu Naidu, TDP President and former Chief Minister, to eradicate corruption by enacting a new law and constituting fast track courts.

In a media statement, Dr. JP recalled that the Lok Satta right from its inception has been arguing for clean politics, a strong and independent anti corruption mechanism, effective and non-partisan policing and speedy justice. The Lok Satta Party had drafted and circulated a Bill among all political parties providing for the constitution of a strong and independent Lokayukta at the State level and ombudsmen in districts, autonomy to the ACB, constitution of special courts etc. It had played a key role in the enactment of the Gram Nyayalaya Bill. It has been actively working for constitution of a National Judicial Commission and Indian Judicial Service.

“It is time all political parties realized that the present day politics based on vote buying, short-term sops to voters without eliminating poverty and politics of division has reached a dead-end. Unless all of us work together to transform politics, there is the danger of the economy stagnating, people losing faith in governments and politics and the society getting sucked into a spiral of violence, mistrust and lawlessness.”

Underlining that the case for better politics has never been greater than today, Dr. JP appealed to all political parties to come together and usher in much needed reforms in politics, governance and economy and restore public confidence in politics and governance.

Dr. JP said the Lok Satta is ready to work with all groups and parties to realize these goals.

Lok Satta Constitutes Election Authority

The Lok Satta Party has constituted an independent and autonomous three-member State Election Authority to conduct the party's organizational elections beginning in February 2013.

Mr. Kaki Madhava Rao, former State Election Commissioner, will be chairman of the Election Authority. Its two other members are Mr. K. Satyanarayana Murty, former Law Secretary and Mr. M. Padmanabha Reddy, former IFS officer and coordinator of the Lok Satta movement.

Mr. Madhava Rao in a media statement has invited people like retired judges, RDOs, tahsildars, lawyers and those like teachers who have had experience in the electoral process and not belonging to any political party to volunteer as returning officers in Hyderabad and districts.

Dr. JP to address executives on 'Cleansing Indian Politics'

Lok Satta Party national President Dr. Jayaprakash Narayan will be addressing an NIAS (National Institute of Advanced Studies) program for senior executives on 'Cleansing Indian Politics' in Bengaluru on Friday, January 25.

Industrialist JRD Tata founded NIAS 25 years ago with a view to developing an effective and sensitive leadership in India.

During the day's visit, Dr. JP will be interacting with Lok Satta leaders in the city.

Dr. JP unveiling Vivekananda Statue at Anaparthi

Lok Satta Party national President Dr. Jayaprakash Narayan will be unveiling a bronze statue of Swami Vivekananda at Anaparthi in East Godavari district at 10-00 a.m. on Thursday, January 24.

Sri Ramakrishna Seva Samiti has installed the statue near the G. Bapiraju group of educational institutions to mark the 150th birth anniversary celebrations of Swami Vivekananda.

During the day’s visit, Dr. JP will interact with students of V. J. College of Pharmacy and launch the party’s membership campaign. Party leaders Y. D. Rama Rao and Dr. Aluri Vijayalakshmi will take part in Dr. JP’s programs.

This is in continuation of the meeting Dr.JP had with the President at Rashtrapati Nilayam, Bollaram, Hyderabad on December 31, 2012.

Following the invitation from Rashrapati Bhavan, Dr.JP left for Delhi this afternoon.

Spare public transport from diesel price hike: Lok Satta

The Lok Satta Party today demanded that the Union Government exempt public transportation systems from the diesel price hike, and that the State Government reduce the taxes on the fuel.

The hike in the diesel price will adversely affect industry, agriculture and bulk domestic consumers, said Lok Satta Party state General Secretary Katari Srinivasa Rao in a media statement. The anti-people policy of the Union Government will aggravate the agonies of people in Andhra Pradesh who are already groaning under the burden of unprecedented power cuts, high power tariffs and fuel surcharge adjustments resorted to by the inefficient State Government.

Reforms should aim at promoting alternative sources of energy and not penalizing people, he added.

Dr. JP advises youth to realize vivekananda’s dreams

Lok Satta Party national President Dr. Jayaprakash Narayan has called upon young Indians to strive to fulfill the dreams and aspirations of Swami Vivekananda and other founders of Indian nationalism.

In a message on the eve of the birth anniversary of Swami Vivekananda which is celebrated as National Youth Day, Dr. JP recalled that Vivekananda focused on youth as the fountainhead of the future.

In a media statement, Dr. JP said that Swami Vivekananda was the first spiritual leader who underlined that the essence of true spiritualism lay in emancipation of the poor and giving opportunity to every child irrespective of its caste and religion. In a way, he laid the foundation for modern nationalism.

Swami Vivekananda gave Indians suffering under colonial yoke a deep sense of dignity and self-respect. He reminded that our skin color and faith are not matters of shame and we have a lot to be proud of in our ancient unbroken history and civilization. Five thousand year-old Indian culture has absorbed many faiths, beliefs and traditions. In the process, a great syncretic civilization unmatched in diversity in human history and unparalleled harmony among various streams of thought has emerged.

“We must imbibe qualities like compassion for the suffering of the disadvantaged, pride in our culture and heritage and self-confidence that we can truly build a great nation to ensure prosperity for all and a befitting status to India in the comity of nations.”

Dr. JP will be addressing Indian Student Parliament on ‘Youth for integrity and efficiency’ at MIT school of Government, Pune, on January 12. Dr.JP will also be visiting Adele village in Pune district which elected Lok Satta candidates in six of the nine wards of the Panchayat.

Lok Satta Party President Dr. Jayaprakash Narayan will be launching the party's membership campaign at Sai Baba temple in Ongole at 10-00 a.m. on Tuesday, January 8.

During a day's visit to Prakasam district, Dr. JP will meet granite factory workers at Cheemakurty at 9-00 a.m.

He will interact with students of Rise Engineering College at 12 noon and open the office of 'Samachara Ikya Vedika' near Satyam Theater in Ongole at 3-00 p.m.

Dr. JP will unveil the statues of Mahatma Gandhi and Tanguturi Prakasam Pantulu at Doddavaram in Maddipadu mandal in the evening.

Lok Satta Party state General Secretary Katari Srinivasa Rao is accompanying Dr.JP.

Burden of proof should be on accused in cases of offence against women: Lok Satta & FDR

The Lok Satta Party and the Foundation for Democratic Reforms have suggested that “in all cases where a person is charged with an offence against women, the burden of proof shall be on the person who is charged to prove that he has not committed the offence”.

It is one of the many suggestions the two organizations made to the Committee of Eminent Jurists headed by Justice J. S. Verma on matters related to rape and sexual assaults against women after wide consultations.

The note to the committee was signed by Lok Satta Party’s national President Dr. Jayaprakash Narayan, Ms. Elizabeth Seshadri, eminent advocate and Treasurer, Lok Satta Party, Chennai, Ms. Jamuna, SERP Coordinator, Ms. Tara Krishnaswamy, advisory committee member, Karnataka, Ms. Ankita, advocate, Ms. Hyma Praveen, Lok Satta in-charge, Sanathnagar, Hyderabad, Ms. Saroja, Mahila Satta leader, Ms. Shantala Damle, Lok Satta incharge, Baswanagudi constituency, Karnataka , Mr.Sudhakar, executive member, Lok Satta Party and Lok Satta Research Team.

Lok Satta party General Secretary Katari Srinivasa Rao and Mahila Satta leaders N. Saroja Devi, K. Gitamurthy, Hyma Praveen, S.Gajanani released the note submitted by the two organizations at a media conference here today.

The note pointed out that that the burden of proof has to be shifted to the accused since theyare escaping the consequences of their crimes by resorting to many dubious technicalities. To ward off dangers of false complaints against innocent persons to settle personal scores or to besmirch their reputation for political or other purposes, the note suggested insertion of a section in the IPC making the filing of a false complaint of a sexual offence a cognizable and non-bailable offence with a penalty of at least 5 years of rigorous imprisonment.

The Lok Satta Party and the FDR called for death sentence as punishment in cases of gang rape, rape with attempted murder, custodial rape, rape with abduction, rape of a minor, rape when committed by a person who knows he has an incurable sexually transmitted disease and repeat offenders or those convicted of multiple rapes.

The note suggested incorporation of a new section in IPC providing for punishment of aiding and abetting of rape. The punishment for assault or criminal force to a woman with intent to outrage her modesty should be not less than 5 years rigorous imprisonment and up to 10 years.

The note pleaded for mandatory ‘caning’ as a punishment under Sec 509 IPC, as well as in respect of all sexual offenses except in cases where death sentence is awarded.

The law should be amended to make offences non-bailable and non-compoundable and provide for confiscation of property as a mandatory punishment in addition to imprisonment or death.

Special courts should be established to deal with rape offenses in a speedy and efficient manner. If the Gram Nyayalayas Act were implemented, a large number of offences against women can be tried locally, swiftly, and inexpensively. In all such cases, the law can mandate completion of trial within two months.

To prevent offences against women by students, the note suggested rustication of those charged with rape or sexual assault by a trial court until they are acquitted. Those convicted for rape or sexual assault shall be permanently barred from further education, and public employment.

The note suggested redefinition of the term “juvenile” in the Juvenile Justice Act so that all culprits who have completed 16 years of age are tried as adults in respect of trials for sexual offences against women.

The law should be amended to the effect that statements or confession made to a police officer by the accused involved in a sexual offence are admissible in a court.

The note suggested amendment of the Representation of the People Act to the effect that a person who is charged by a trial court with an offence against women, shall be disqualified from being elected as a representative of the people, until he is acquitted by a court of law.

The note called for constitution of a separate cell for women in every police station, establishment of a well-equipped, functional forensic laboratory in every district, equipment of all police stations, forensic labs and Government hospitals with SAFE (Sexual Assault Forensic Evidence) collection kit, setting up of community policing units to supplement police efforts, strict enforcement of censorship of films to ensure that all scenes and themes which legitimize or condone any form of use of force against women are deleted.

Akbaruddin Owaisi should publicly withdraw his remarks: Lok Satta

Lok Satta Party welcomed the government’s decision to book criminal cases against Akbaruddin Owaisi for the alleged hate speeches.

“It is unfortunate that responsible people’s representatives often use offensive language calculated to arouse religious or other sectarian animosities, and incite communities and groups to violence and hatred. Such behaviour by anyone, however high he may be, should be unequivocally condemned by all sections of society. Lok Satta Party urges The Speaker of the AP Legislative Assembly to take note of the incidents and initiate proceedings against the individuals for breach of ethics and for conduct unbecoming of the Member” said the Party state general secretary Mr. Katari Srinivasa Rao in media statement today.

He urged Akbharuddin Owaisi to publicly withdraw his communal and provocative remarks and take all necessary action in a demonstrable manner to prevent communal disaffection, and to promote peace and harmony among all sections.

“India is a home to all conceivable religions, and many castes, languages, regions and cultures. We will remain as a nation only if all of us, particularly elected representatives and parties, recognize that the nation is an indivisible whole. Mutual respect, restraint, harmony, equality before law, constitutionalism, and secularism must be the cornerstones of our individual and collective behaviour. Lok Satta Party appeals to all sections of the public to maintain dignity and peace, and not to be provoked in any manner by irresponsible, sectarian utterances calculated to create divisions in society”, said Mr. Katari Srinivasa Rao.

Teachers should bother about educational standards and not merely their pay and postings: Dr.JP

Lok Satta Party national President Dr. Jayaprakash Narayan today counseled teachers' organizations to go into causes for deteriorating educational standards and strive to remedy the situation instead of confining themselves merely to issues of pay, postings and promotions.

Dr. JP was addressing a meeting at the party headquarters after unveiling the 2013 calendar brought out by Upadhyaya Satta, an affiliate of the party, on the birth anniversary of Savitribai Phule, teacher and social reformer.

Dr. JP said the finding of a survey that India occupies the 73rd place among 74 countries in educational standards is disturbing.

Considering that our students are intelligent and teachers competent and that society holds teachers in high esteem, teachers' organizations should attempt to improve educational standards, said Dr. JP.

Dr. JP said that neglect had crept into educational institutions in the absence of a mechanism to evaluate their performance continuously.

Dr. JP said educational institutions have to inculcate right values in students to prevent improper behavior towards women.

Dr. JP said that if there is one community which is by and large untainted by corruption and has tremendous influence on the upcoming generation it is that of teachers. If they are inspired and encouraged to work together they can work miracles, he added.

Besides standing by her spouse Jyotiba Phule in his fight for education and women's development and against caste discrimination, Savitribai Phule served society as an exemplary teacher.

Upadhyaya Satta State President Balakishen Rao, district leaders and Lok Satta Party General Secretary Katari Srinivasa Rao took part in the program.

Lok Satta Party national President Dr. Jayaprakash Narayan is visiting Kurnool and Wanaparthy (Mahabubnagar district) on Wednesday, January 2 to launch the party's membership campaign.

At 10-00 a.m. he will be inaugurating the Lok Satta Party membership stall near Lalita Kalakshetram and at 12-00 noon interact with students of S. V. Subba Reddy College in Kurnool.

A 4-00 p.m., he will be garlanding the statue of S. R. Sankaran at the S. R. Sankaran Park and inaugurating the party membership stall at the Vivekananda auditorium in Wanaparthy.
