GHMC strays on dog ‘control’


Civic body spends around Rs. 25 crore on sterilisation with little results. Residents in colonies and drivers on different roads of Hyderabd continue being chased by stray dogs.

What expenses would have the civic body incurred to sterilise and vaccinate 44,100 stray dogs in the city? Leaders of Lok Satta’s city unit, who got details from the Greater Hyderabad Municipal Corporation (GHMC) through an RTI application, say they are shocked to find it to be around Rs. 25 crore!

And that too with no visible results on the ground, and with residents in colonies and drivers on different roads continue being chased by stray dogs.

The Lok Satta GHMC unit general secretary Sambi Reddy on Wednesday told reporters that details collected through RTI from the GHMC put the expenditure incurred by the civic body on this count at Rs. 42 crore plus. The information says that the GHMC, in five years from 2009 to 2015, incurred Rs.39.93 crore on stray dogs control and Rs. 2.10 crore for dog squad vehicles.

“Assuming some component of the expenditure went for monkey catching, on rescued cows and so on, we calculated their stray dog control expenses at Rs. 25 crore. For 44,100 dogs, this amount will mean Rs. 5,000 per each stray canine which is very high,” says Mr. Reddy while demanding that the civic body explain how the amount was spent on the animal birth control programme and why no results were observed on the ground.

Leaders of Lok Satta local unit wondered how despite the GHMC claim of spending such large amounts over the last five years, the dog population in the city is increasing.

The population of stray dogs in the city may be rising, but the Greater Hyderabad Municipal Corporation (GHMC) says its veterinary programme has been successful. In fact, the corporation seems to have spent Rs 25 crore on vaccines for stray dogs.

However, in an RTI application, B Sambi Reddy, general secretary, Lok Satta Party, questioned the motive behind the GHMC spending Rs 25 crore to vaccinate 44,100 dogs since 2009 as part of its sterilisation and antirabies vaccination drive.

“When the market rate of the vaccine is around Rs 40, why has the civic body spent Rs 5,000 to sterilise one dog. The people of the city are at a loss to understand the expenditure patterns. Even if they incur expenditure as high as Rs 5,000, the population of dogs continues to be at an all-time high,“ Sambi Reddy rued.

He further said there have been 35,000 cases of dog bites in the last one year, out of which the victim died in 23 cases. Recently, stray dogs mauled a patient at the Gandhi Hospital. “There are as many as five lakh dogs feely roaming the streets in the GHMC limits. People of the city deserve to have this problem sorted out,“ he added.

Defending its expenditure, officials from the veterinary department of the GHMC said that they have not spent as much amount as shown in the RTI reply. “The expenditure that we have shown comprises purchase of vaccines, labour, vehicle and other charges. That is why the expenditure seems to be bloated,“ clarified P Venkateshwara Reddy, chief veterinary officer, veterinary wing, GHMC.

Lok Satta Party 9th Anniversary Celebrations on 7th at Anantapur

Smt. Hyma Potineni, National General Secretary and Sri Bheesetti Babjee, AP State General Secretary have stated in a Press Release on Friday that the 9th Anniversary Celebration Programme on 7th November in Anantapur is the platform to announce the Action Plan to protect the future well-being of all the 13 districts of Andhra Pradesh in a holistic manner.

They extend a cordial and warm invitation to the people of AP and all the Party leaders and activists, especially the youth to attend the meeting that will be addressed by Dr.Jayaprakash Narayan, who will be the Chief Guest.

They recalled that during the troubled times of division, it was Lok Satta which prepared a comprehensive Roadmap to protect the interests of both the Telugu States. They reiterated the strong resolve of the Party to continue with its constructive course of action as hard as ever. During the course of the drafting of the Division Act, in the Assembly and at various Central, State and round-level campaigns, through its Telugu Tejam and Telugu Bhavita Programmes, the Lok Satta Party demanded vociferously the following aspects -

o Special Status to the backward districts/regions

o Tax holiday to promote industry and manufacturing in the fund- deficit State of AP

o Effective decentralization for good governance

o Completion of the Inter-State, Multi-purpose Polavaram Project within the next four years

o Development of infrastructure

They pointed out that it is very interesting to note that all the mainstream Parties are now talking about these very issues, which, indeed, is a welcome and happy outcome. Even though the Party does not enjoy any representation in the Assembly, they will strive relentlessly to realise the above demands.

They released the details of the Anniversary Programme, being organized by the AP wing of Lok Satta Party.

Amidst the depressive scenario wherein the mainstream parties are grabbing power through unhealthy practices of spending unaccounted money, promising non-implementable poll-promises, unethical hate-mongering through divisive tactics, and thereafter, feathering their cozy nests through humongous corruption and leaving people to their fate, Lok Satta is still able to bring in the last 15 years, not less than 15 fundamental reform Laws through Constitutional Amendments, even though it enjoys no political clout or power.

Honest politics need honest money. And for this purpose, Lok Satta is the harbinger of Constitution amendment (2003) Bill that facilitates tax exemption to donations to political parties and thereby paving a new road to good politics. Lok Satta is the only platform that enables the capable youth of our country to participate in politics based on their caliber and not on factors such as caste, religion, language, money and muscle power, regional parochialism, etc., which are presently ruling the roost. They called on everybody to come forward to collectively nurture and strengthen the new culture of politics based on honesty, personal integrity and caliber.

JP to lead ‘Chalo Anantapur’

Andhra Pradesh unit of Lok Satta Party will observe its ninth anniversary on November 7 with ‘Chalo Anantapur’ to highlight the continued neglect of Rayalaseema region even post bifurcation.

It was Lok Satta Party founder president Jayaprakash Narayan, who raised in the united AP Assembly about the backwardness of Rayalaseema along with statistics and demanded for the first time special category status to the region.

Dr. Narayan called upon party leaders, workers and all those who wished for the development of AP and great future for Telugu State to participate in Chalo Anantapur. If norms came in the way of extending special category status to Andhra Pradesh, then at least backward North Andhra and Rayalaseema districts be given that status.

Dr. Narayan said hundred per cent industrial incentives should be extended not only to the capital region but across the State.
