Dr. JP owns responsibility for electoral setback

“As Loksatta national President I take full responsibility for the party’s electoral failure,” Dr. Jayaprakash Narayan today, adding that the popular saying that ‘success has many fathers but failure is an orphan’ is not always correct.

Addressing a media conference here in the wake of the general election results in which the Loksatta has drawn a blank, Dr. JP said although the Loksatta enjoyed considerable respect for its advocacy of new politics, it has not earned people’s support in two general elections.

Dr. JP said that despite the electoral setback, the Loksatta is not running away from politics. For the last 18 years, the Loksatta movement, the Foundation for Democratic Reforms and the Loksatta Party have carried on a relentless struggle to change the nature of politics and succeeded in bringing about a number of epoch-making reforms. It has laid the ideological foundation for the change in the political thinking of a number of politicians ranging from Narendra Modi to Arvind Kejriwal.

Yet, the party has not been successful in garnering votes in elections; Dr. JP conceded and said that a party’s success does not depend solely on the competence of its leadership. It requires leaders at all levels, innumerable volunteers who are prepared to spare their time, and financial resources, besides media support. All these will be forthcoming only when society is ready for real change.

Dr. JP said that the party will consider the options before it after deep introspection at both State and national levels. Whatever be the options, there will not be any change in its commitment to provide quality education, healthcare, skill and employment opportunities to all, economic development, good governance, decentralization of power and eradication of corruption.

Dr. JP said that people too should introspect as to why there has been no change in their lives all these years. No Government, after all, has assumed power without their consent. If they simply blame the Government for their misery without shouldering the responsibility for electing it, they will be indulging in collective hypocrisy. Poisonous seeds cannot yield edible fruit. If elections are largely won on money power, caste and regional divisions, freebies and dynastic succession, then there cannot be good governance. The media too should introspect whether it has striven to promote right thinking among people. Sections of media for the last couple of months have fought to get their favorite parties elected and not in public interest.

Dr. JP said that all political parties should learn lessons from the outcome of the just concluded general elections. For the first time after 1971, people have given a decisive mandate to the NDA led by Mr. Narendra Modi because he stood for reviving the economy, creating jobs and providing good governance. Mr. Narendra Modi has been given the golden opportunity to transform the country both politically and economically. He should display courage and commitment and help people realize their dreams. All parties should refrain from obstructionist politics and help Mr. Modi to work for them.

Congratulating the TRS and the TDP-BJP combine which have come to power in Telangana and Andhra Pradesh respectively, Dr. JP said that the parties have not followed the Modi path in their ascension to power. They resorted to the traditional tools of promoting regional or caste animosities or offering sops and freebies to gain votes. Now that elections are over, Dr. JP hoped, the two ruling parties will focus on creating jobs and fulfilling people;s aspirations.

Modi victory a seminal event: Jayaprakash Narayan

Narendra Modi's ascension to the Prime Minister's throne is a seminal political event in the history of India — only the fourth since Jawaharlal Nehru's demise — feels Lok Satta chief Jayaprakash Narayan. And while the three previous occasions, he categorically states, were "largely wasted", JP believes that this one will certainly prove to be different.

"The first was in 1971 (Indira Gandhi's victory), the second in 1977 (when Emergency was dismantled) and the third in 1984, when an emotional outburst following Mrs Gandhi's assassination made way for Rajiv Gandhi to step in. Though all these events could have transformed India, they did nothing," he says. He also makes a mention of 1991, which "proved to be important economically", but he adds that "there was no real political mandate."

This time, the bureaucrat-turned-politician is hopeful of that happening. For, he believes that Modi and his team can "legitimately claim to have the mandate that is required to change the economic trajectory of India and create more jobs". "He [Modi] has primarily focused on employment and economic growth. His victory should be seen as the victory of this developmental approach and not the victory of any sectarian ideology," JP insists. And while reiterating the need for economic growth and job creation, he also draws attention to the lack of infrastructure, investment and poor state of the country's manufacturing sector. "My genuine hope and belief is that this (Modi's victory) will lead to a change," he says.

This faith in the soon-to-be Prime Minister, the veteran says, is also rooted in Modi's "repeated and public announcements" of addressing issues that his party has been highlighting since its inception. "From the beginning, we have been clear that we need four things. Firstly, a strong graded anti-corruption regime. Secondly, some serious judicial and police reforms so that the rule of law becomes the norm and not an exception. Thirdly, empowerment of local governments, particularly urban local governments, so as to make them work effectively and fourthly, overhauling of the political system so as to make the right kind of people electable and put a stop to buying of votes. Modi assures to address them all," he says.

What the new government at the Centre would also be expected to look into, according to JP, is the "reordering of public expenditure so as to increase the share of productive expenditures as opposed to freebies". "In Telangana, for instance, all parties have over-committed themselves on freebies (loan waivers etc) even before coming to power. But as a new state, which incidentally has surplus money, we need to use the funds constructively," elaborates the senior politician, who played a significant role in laying the economic foundation of both Telangana and Seemandhra.

"Unless we do that along with improving skills and making our labour policies, which are right now calculated to prevent employment, more flexible, we cannot address the issue of unemployment. We need to bring a lot more people into the formal organized sector as against increasing the number of contractual labourers," he adds.

It is for this "possibility of a fundamental change after 30 years (since 1984)" that JP feels all parties should "bury their hatchet" and come together. "Given that people have spoken so convincingly, I think we should provide all round support to the new government. As long as they fulfill the mandate, we must not take great delight in being obstructionists. If they deviate, then certainly all of us must oppose," he points out, though hinting at being almost certain of Modi & Co delivering what is expected of them.

JP is also sure of peace and harmony despite the rise of the right wing. "Over the last one year, Modi and his party have stayed away from a religious agenda. He hasn't emphasized on religious differences and has, instead, spoken the language of unity. Of course, we should be alert, but I think we can be certain of a secular progressive development-oriented agenda," the leader maintains.

Loksatta looks forward to Modi Fulfilling his pledges

The Loksatta Party today congratulated Mr. Narendra Modi on leading the BJP-led National Democratic Alliance to a spectacular and historic victory in the just concluded general elections.

In a media statement, Loksatta Party national President Dr. Jayaprakash Narayan and national General Secretary Surendra Srivastava said that voters all over the country have reposed faith in BJP Prime Ministerial candidate Narendra Modi’s promise to revive manufacturing, create jobs, preserve national unity and stamp out corruption.

The two leaders pointed out that India still has the potential to emerge as a super power in the 21st century although it has lost a precious decade because of UPA’s misrule. India has to act fast and replace China as the workshop of the world. With its population ageing and wages spurting, China has been exiting low-value manufacturing. By reviving the innate spirits of Indian entrepreneurs in manufacturing, India can provide jobs to its burgeoning youth, boost its gross domestic product and export earnings.

“We have no doubt that Mr. Narendra Modi, who has earned a decisive mandate, will live up to people’s expectations.”

Referring to the defeat of the Loksatta in the elections to the Assembly and the Lok Sabha, Dr. JP and Mr. Surendra Srivastava said that they accept people’s verdict with all humility. The party had been aware of the formidable challenges it faced considering the extreme polarization among people triggered by the Delhi decision to bifurcate the State and the unprecedented deployment of money and liquor and offer of freebies and sops by traditional parties to swing votes in their favour.

They congratulated all the elected representatives in both the Telugu-speaking States and the TRS in Telangana and the TDP-BJP combine in Andhra Pradesh for their impressive victories. Dr Jayaprakash Narayan conveyed Lok Satta’s best wishes to both parties and hoped that under their stewardship the two Telugu-speaking States will emerge as India’s leading States in economic growth and job creation.

Mr Srivastava asked the TRS and TDP-BJP combine to exercise extreme caution in doling out sops and diminishing the states’ treasuries and urged them to instead deploy their creative energies in creating jobs and driving investments into the states.

“Unfazed by the defeat, the Loksatta pledges itself to work with both the State and Union Governments to bring about fundamental reforms in the country’s polity. After all, we had the distinction of ushering in many historic reforms even when we had no representation in elected bodies. We will continue our mission with redoubled vigor,” said Dr. JP and Mr. Srivastava.

Put down violence with an iron hand: Dr. JP

Loksatta Party national President Dr. Jayaprakash Narayan today asked the administrative machinery to ruthlessly put down violence engineered under the pretext of religion or some other cause.

In a media statement, Dr. JP appealed to people to maintain restraint and not be swayed by emotions in the context of the clashes between two religious groups in Kishenbagh, Hyderabad. They should, instead, cooperate with officials in restoring peace.

In the context of the State’s bifurcation and the need to ensure a bright future for all Telugu people, all parties and sections should strive to maintain peace in Hyderabad.

CPI leader betraying political Bankruptcy: Loksatta

The Loksatta Party today charged CPI leader K. Narayana with reducing politics to buffoonery by indulging in indecent remarks against everyone.

In a media statement, State Loksatta Party President Katari Srinivasa Rao said that Mr. Narayana stooped to make unwarranted comments against Loksatta Party national President Dr. Jayaprakash Narayan. Either he has not recovered from the stress and strain of campaigning in scorching heat or is seized by a fear of defeat in the election to the Lok Sabha from Khammam, Katari said.

Katari recalled that the Loksatta has decided to support the NDA in the general elections to the Lok Sabha keeping mind the critical situation the country as also the two emerging Andhra Pradesh and Telangana States are facing and its commitment to promote economic development, create jobs, provide good governance and preserve the country’s unity. Since the Loksatta is not in a position to form a Government on its own, it has chosen to contest only from Malkajgiri to the Lok Sabha by utilizing its limited resources.

Mr. Narayana should refrain from abusing others with an eye on headlines in media. His baseless allegations against a party which pursues rational, transparent and democratic politics merely reflect his political bankruptcy. Mr. Narayana should, instead, cultivate the courage to accept ground realities and correct flaws in his outdated thinking.

Loksatta reviews performance in Telangana elections

The Loksatta Party, which reviewed the party’s performance in the Assembly elections in the Telangana region, today decided that its leaders and workers should continue to be amidst people and strive to address their problems.

Loksatta Party national President Dr. Jayaprakash Narayan, who attended the meeting, heard most of the 39 contestants in the election narrate the challenges they faced in the elections. They drew attention to the traditional parties’ attempts to induce voters with money and liquor. Dr. JP said that irrespective of the outcome in the elections, the party should focus on strengthening itself in the region. It should complete organizational elections pending in some districts and get ready to face municipal elections due in six months in Hyderabad, Warangal and some other places.

Misgovernance, not an act of nature, cause of farmers’ misery: Dr. JP

Misgovernance has reached such a proportion that a bout of heavy rain in the midst of summer, instead of bringing joy and happiness, has left farmers all over Telangana in great misery, said Loksatta Party national President Dr. Jayaprakash Narayan here today.

In a media statement, Dr. JP said that although farmers paid hundreds of crores of rupees as market cess over the years, market yards have remained in an utter state of disrepair. Most market yards have no compound walls, no shelters for farmers and no covered space for protecting agricultural produce. Market committees are under the control of functionaries nominated at the behest of local legislators, and farmers who pay the cess have no say in management. And the Government machinery has been swindling or squandering the cess collected from farmers for unproductive use.

Dr. JP pointed out that unusual rains in summer and heavy downpours during monsoons are endemic to India. “Farmers are suffering not because of an act of nature but because of misgovernance and corruption.”

Dr. JP demanded that the Governor’s administration go to the rescue of affected farmers immediately by extending relief.

More importantly, Dr. JP said, steps should be initiated to improve infrastructure in market yards, transfer management to elected farmers’ committees and place the market cess at their disposal.

Dr. JP recalls Nedurumalli’s pragmatism

Loksatta Party national President described former Chief Minister Nedurumalli Janardana Reddy as a man of abundant common sense and affable nature.

Conveying his condolences to the family members and innumerable followers of Nedurumalli, Dr. JP said that he never allowed political differences or prejudices to come in the way of his personal relations with civil servants, politicians and other sections of people. He remained steadfast in his loyalty to the Congress Party despite many vicissitudes.

Loksatta Party national President Dr. Jayaprakash Narayan today appealed to all parties in the country to work for replacement of the present first-past-the-post electoral system by proportional representation to protect democracy from collapsing.

Under the present dispensation, Dr. JP said, the competent cannot get elected and those elected with resort to money and liquor cannot deliver.

Addressing a media conference, Dr. JP pointed out that the country is witnessing a mad scramble for power. In the general elections which have just concluded in Telangana and residual Andhra Pradesh all the contestants put together have spent not less than Rs.6000 crore and perhaps Rs.8000 crore as they viewed the election as a life and death struggle.

Dr. JP advocated direct election of the State Chief Minister as a corollary reform. One might spend Rs.10 crore or Rs.50 crore to become an MLA or MP but it is unlikely that one will spend Rs.5000 crore to get elected as Chief Minister.

A third associated reform is empowering local governments with devolution of powers and resources if the present MLA raj is to be ended.

Dr. JP pointed out that united Andhra Pradesh has the dubious distinction of initiating the culture of buying votes with money and liquor. It has now spread to most of the States. With large sections of people remaining illiterate and steeped in poverty, politicians come to power by dangling freebies too. Yet, we shamelessly feign we have a wonderful democracy.

It is distressing that political parties are bent on coming to power by offering money and sops and not focusing on what an elected Government has to do. In any civilized society, a Government has to provide quality healthcare, education, skills and livelihood opportunities and basic infrastructure and ensure rule of law.

Unmindful of the grave fiscal deficit the newly emerging Andhra Pradesh is about to face, the main political parties have promised loan waivers ignoring the future of the youth. Similarly, political parties in Telangana too have promised loan waivers and other freebies. The fiscal surplus in Telangana will vanish into thin air if the irresponsible promises are sought to be implemented. Hyderabad City is crying for investments to improve its creaking water supply, drainage and sewerage facilities. Yet, political parties hold out promises of turning each State into a Singapore or Dubai or Shanghai.

Dr. JP warned that India will face a bleak future if it does not focus on providing at least a crore of jobs every year considering that 1.5 crore people are joining the workforce every year. “We still have one last window of opportunity since China is exiting manufacture of low-value goods with its population aging and wages rising. If we fail to grab the opportunity, countries in South-East Asia, Africa and Latin America will.”

Dr. JP pointed out that in the past few years there has been a severe contraction in GDP growth because of the criminal negligence of the manufacturing sector by the UPA Government. The country has witnessed a drop in the number of people employed in the agriculture and unorganized sectors. Even in the few spheres which have witnessed growth, there is no increase in the number of jobs. If the jobless growth trend is not reversed, the demographic dividend will turn into a demographic curse and trigger political unrest and chaos.

Replying to a question, Dr. JP said that irrespective of the outcome in elections he would devote the rest of his life for ushering in fundamental reforms in polity.

Loksatta welcomes SC verdict unshackling CBI

The Loksatta Party today welcomed the the Supreme Court judgment quashing Section 6A of the Delhi Special Police Establishment Act that mandates the Central Bureau of Investigation (CBI) to take prior sanction of the Government before investigating an officer of the rank of joint secretary and above in corruption cases.

In a media statement, Loksatta Party national President Dr. Jayaprakash Narayan recalled that the Loksatta for long has been demanding the repeal of the patently unconstitutional section. In a presentation to a Parliamentary Committee on amendments to the Prevention of Corruption Act recently, the party reiterated its demand.

Dr. JP pointed out that when the courts held what was earlier known as the single directive unconstitutional, the Government of India incorporated Section 6 A in the DPE Act and grabbed the power to interfere in crime investigation.

Now that the section has been quashed, Dr. JP said, the CBI is free to investigate cases of corruption against any functionary without prior Government consent.

“This blow in favor of rule of law will ensure that all public servants are treated alike.”

Dr. JP said that Section 19 of the Prevention of Corruption Act and Section 197 of the Criminal Procedure Code which mandate prior Government sanction for proceeding against corrupt Government officials should also be amended.

These sections, Dr. JP said, have been routinely abused by successive Governments to shield corrupt officials. Such a power, if needed, should be transferred to the Lokpal/Central Vigilance Commission at the national level and the Lokayukta at the State level, Dr. JP suggested.

Dr. JP describes Dr. Alapati as a Green revolution pioneer

India has lost a great agricultural scientist, benefactor of farmers and patriot in the passing away of Dr. Alapati Appa Rao, said Loksatta Party national President Dr. Jayaprakash Narayan in a media statement today.

Dr. JP described Alapati as one of the pioneers of the green revolution in the country. The great intellectual led a life of simplicity and dedicated his life for the betterment of farmers’ conditions. Unto the last, Alapati strove to promote biotechnology and ushering in of retail chains to improve farmers’ incomes.

Dr. JP recalled that he had known Alapati for 34 years. He had guided and blessed the Loksatta many times when it launched struggles on behalf of the farmer.

Conveying his condolences to Alapati’s family members and innumerable followers, Dr. JP said that a real tribute to him lies in encouraging such scientists and pursuing policies that help increase farmers’ incomes.

Loksatta Party farmers’ wing convener P. Bhaskara Rao and Telangana party Co-convener V. Vijayender Reddy visited Alapati’s home in Vijayanagar Colony and laid a wreath on his body.
