Lee Kuan Yew's Death End of an Era: Dr. JP

Dr. JP has paid tributes to Mr. Lee Kuan Yew in the following words:

Mr. Lee Kuan Yew has built Singapore from a poor and deprived state to a modern state that excels in providing efficient public services through its political and administrative machinery. The rise of Singapore has left a lasting impact in Asia, including the two Telugu states. The transition of Singapore from a land that was inhabited by migration of multicultural and multiracial population and beset with internal conflicts to an economic giant punching above its weight is a lasting testimony to Lee's genius. His vision helped shape Asia today. Lee Kuan Yew's death marks the end of an era. He symbolized Plato's guardians - dynamic, public-spirited, fair, ethical & authoritarian.

As Singapore was small city-state and it was effectively led by Lee, his centralized administration has yielded favourable results but the circumstances in our country are completely different from Singapore. The country and states must take lead from Lee in ending corruption, imposing rule of law, delivering quality public services and aggregating interests of various groups but not in centralizing governance.

Speaking on raging debate on land acquisition issue, Dr.JP mentioned that as the country is adding 10 Lakhs unemployed youth every month, land acquisition must enable balance and parity between agriculture, manufacturing and services. Treating non-agricultural use of land as sinful is an economic suicide. Adequate compensation for land acquired, a share of developed land, skill promotion, & job for farmers' children should be integral to the land acquisition process. Insistence on consent in each case, too many procedures even when there is consent, placing bureaucratic hurdles & political polarization will hurt India. We need agriculture, industry & services. We must have win-win approach.

JP to students: Create a casteless society

Lok Satta Party founder Jayaprakash Narayan has called upon students to shun casteism and the bias associated with it to eradicate social inequalities. Speaking on the `Role of Youth in Nation Building’ at a seminar on `Empowerment of Youth - Preparing for Future’ held at Siddhartha Auditorium in PB Siddhartha College of Arts and Science on Friday, JP said that it was unfortunate that casteism was rampant in Vijayawada, the political nerve centre of the State which is hampering the growth of society.

“We have lacked a sense, unity and vision for the economic growth of our nation. If we have a vision, direction and commitment, we can accelerate the development process. It is everyone’s responsibility to strive for creation of a casteless society that promotes communal harmony and growth,’’ he said.Referring to the recent happenings in the country from the gang rape of a septuagenarian nun in West Bengal to the death of an IAS officer under suspicious circumstances in Bengaluru, he said it was the responsibility of the government to provide adequate protection to people in a democracy.

“If the government fails to create an atmosphere where people can live without any fear, it is totally inefficient. People are slowly losing faith in the government as it is not acting swiftly in punishing the perpetrator of an atrocity and preventing its recurrence. The laxity on the part of the government in effective enforcement of laws to prevent atrocities against women is emboldening the anti-social elements,” he said.

Speaking about the country’s education system, JP noted that according to a survey, India stood 73rd among 74 nations in basic education for children and rational thinking. The rapid decline in educational standards in both government schools and private institutions was highlighted in the Annual Status of Education Report (ASER-2014) of Pratham, an NGO, which revealed that about 50 per cent of fifth class students in Andhra Pradesh are not able to read the second class Telugu textbooks.

It is a matter of serious concern and the government has to be blamed for the poor state of affairs as it is neglecting the development of educational institutions,’’ the LSP founder said. Popular Tamil poet TA Venkateswaran and others spoke at the valedictory of the national seminar organised by the Department of Commerce and Business Administration of Siddhartha College, in association with Youth-led Development Programme (YDP), Rajiv Gandhi National Institute of Youth Development, Ministry of Youth Affairs & Sports.

Judiciary should accept reforms, says JP

Lok Satta founder Jayaprakash Narayan has opined that the judiciary should be amenable to reforms, like all important institutions, in spite of it ‘upsetting the status quo’ to the detriment of a section of the legal fraternity.

Addressing a seminar on the ‘Rule of Law’ organised by Bezawada Bar Association (BBA) here on Friday, Mr. Narayan said some individuals might suffer loss, but if the judiciary was to repose people’s confidence, it had to accept reforms. “After all, the judiciary is not a holy cow as it is made out to be,” he observed.

Citing an example that nowhere in the world were judges of the Supreme Court sought to be appointed by the incumbents, which would be an act of ‘self-serving unconstitutional abomination’, he said: “It is reflective of the judiciary’s wish to be exempted from reforms.”

He cited the delivery of the verdict by a trial court in the murder of former Union Minister L.N. Mishra, 40 long years after the bomb blast happened, DNA analysis in the Sunanda Pushkar case taking a very long time and hundreds of rapes and murder of women that took place after the Nirbhaya incident presented a sordid picture of the Rule of Law in India, he said.

ఉదాహరణకు 2జి స్కాంపై ఆయన దేశం లోని ప్రముఖులు కొందరితో కలిసి జేపీ సుప్రీం కోర్టులో కేసు వేశారు. కంపెనీలు అక్రమంగా పొందిన స్పెక్ట్రం లైసెన్సులు రద్దు చేయాలని, ఇక పై సహజ వనరులు ఏవైనా ప్రైవేటు వ్యక్తులకి కేటాయించేందుకు బహిరంగ వేలం పద్ధతి పాటించాలని వారు, ఈ పిటిషన్ లో కోరారు. ఈ పిటిషన్ వేసిన వారిలో మొదటి పేరు ప్రశాంత్ భూషణ్ అని ఉన్నా, ఈ కేసు వాదించినందుకు జేపీ ఆధ్వర్యం లో నడిచే ‘ప్రజాస్వామ్య పీఠం’ ఆయనకు ఫీజు చెల్లించిందని చాలా మందికి తెలియని విషయం. మొత్తానికి ఎవరి పేరు ముందున్నా, ఈ కేసు లో సుప్రీం సంచలన నిర్ణయం తీసుకుంది. 2జి స్పెక్ట్రం కేటాయింపులని రద్దు చేసింది. ఇక పై స్పెక్ట్రం సహా, అన్ని సహజవనరులను వేలం పద్దతిలోనే కేటాయించాలని తీర్పు ఇచ్చింది.

సుప్రీం తీర్పు ప్రకారం ఇప్పుడు కేంద్రం 2జి, 3జి స్పెక్ట్రం , బొగ్గు గనులని వేలం వేస్తోంది. ఈ వేలం ద్వారా ఇప్పటి వరకు కేంద్రానికి మూడు లక్షల కోట్లు ఆదాయం వచ్చింది. భవిష్యత్తు లో మరింత ఆదాయం వచ్చే అవకాశం ఉంది.

జేపీతో ఎన్నో విషయాలలో విబేధించేవారయినా సరే , నిజాన్ని ఒప్పుకునే వారు, మంచిని మంచిగా చూసే వారు మాత్రం 2జీ కేసులో ఆయన చొరవని అభినందించాల్సిందే.

Give farmers a stake in development, says LokSatta Party

Dismissing the shrill 'debate' over the Land Acquisition Bill as nothing more than political cacophony aimed at scoring brownie points, the LokSatta Party has offered an innovative solution to the current impasse over the law.

Urging all parties to refrain from petty politics and to analyse the issue objectively, LSP national vice-president Dr Ashwin Mahesh said we would be living in a fool’s paradise if we ignored the land needs of a large number of projects that are essential for India's development (such as infrastructure projects) or its security (defence projects). At the same time, he said, issues relating to land must be handled “carefully, fairly and lawfully” so that landowners get justice.

"Farmers have historically been cheated by the land acquisition law," Ashwin said. "The only way to ensure they are not cheated is to give farmers trade-able stake-holding rights in projects that come up on their lands."

Ashwin said any ‘compensation’ that is limited to the act of acquisition would continue to cheat farmers irrespective of the amount offered. “Land-losers should have the opportunity to benefit from projects in the same way as the promoters,” he suggested.

LSP’s senior leader and Delhi chief, Achyutam Kallani suggested that a win-win situation can be created if the land owners are given a right to buy-back a fraction of the land at acquisition cost plus a reasonable development cost so that the land-owner benefits from the future increase in market rates. In this context, the government’s move to allow 20% of the land to be bought back is welcome.

Achyutam also added that the LSP is strongly against the proposed clause that would make prior sanction from the government necessary to initiate legal proceedings against any erring official. Such provisions, he said, are not healthy for the rule of law. “Offences committed should be examined by the judiciary,” he said. “The government should not pre-empt prosecution of its officials.”

LSP national president Surendra Srivastava hoped good sense would prevail and the various parties would work together to safeguard the interests of farmers without jeopardising the country’s future.

Following is the LokSatta Party’s stand on various issues in the proposed law:

  • LSP supports bringing all previously exempted 13 laws within the purview of the Land Acquisition, Rehabilitation and Resettlement Act of 2013 (LAAR) so that landowners can claim the benefit of compensation for projects covered by those 13 laws. It was a mandate of the original act in 2013 to bring all such laws in its purview after a year.
  • LSP supports scrapping of the explicit clause of returning the land if unused for five years. Many large infrastructure projects have a high gestation period and it is not always possible to complete a project in five years. This clause should be modified by adding the following: “or any period specified at the time of setting up the project, whichever is later”.
  • LSP supports in principle excluding certain categories of land use -- (i) defence, (ii) rural infrastructure, (iii) affordable housing, (iv) industrial corridors, (v) infrastructure projects -- from the purview of the consent clause, social impact audit, and the bar on using multi-crop irrigated land. However LSP is of the opinion that the list be pruned and specifically defined for only critical and narrow list of projects.
  • LSP advocates addition of an explicit provision that the law may not be abused by any “private entity” or real estate behemoth to grab land and become land sharks under the pretext of ‘affordable housing’ — as has been witnessed over the years across the country.
  • LSP believes the Social Impact Assessment (SIA) clause adds to the indirect transaction cost of the acquisition process. As long as adequate compensation and rehabilitation is provided, SIA in certain critical categories may not be necessary.
  • LSP believes that even in sectors where SIA should be undertaken, the law/rules need to be firmed up and define the process clearly.
  • LSP believes the definition of “PPP projects where Government holds the land” should be clarified further.
  • LSP opposes the idea of Government acquiring land on behalf of private schools, hospitals and NGOs. Land dealings by such parties should be handled by themselves. LSP advocates keeping these outside the purview of Land Acquisition law.

LokSatta Party calls upon the Government and the Opposition to rise above the narrow political interests and negotiate the changes to the Land Acquisition Law which is fair, just and pragmatic. LSP urges urgency in this regard so that the impediments to our critical infrastructure projects are removed and the economic vitality is restored.

Lok Satta senior leader Dr Jayaprakash Narayana sat on a three-hour-long ‘Mauna Deeksha,’ demanding special status to Andhra Pradesh here on Sunday. Addressing a news conference, Jayaprakash Narayana asked Chief Minister N Chandrababu Naidu to release white paper on the State’s financial position. He alleged that the government was concealing facts on the State’s financial position. He said that the State was facing severe financial crisis after bifurcation. The State was also expected to face revenue deficit after the bifurcation, he said.

He, however, regretted that the government was not making the financial facts known to the people. He also asked the government to reveal the financial situation of the State that would help in getting the special category status promised to the State and also special package to the backward districts of Rayalaseema and Uttarandhra.

The Lok Satta leader wanted the State government to make its stand clear on getting the benefits promised at the time of bifurcation. He asked the government to be tough with the Centre and get the funds due for the State. He wanted the Andhra Pradesh government to place its arguments strong before the Centre and get the financial support as promised in the Parliament at the time of bifurcation.

Referring to the Central government’s allocation of Rs 100 crore for the prestigious Polavaram Project, Dr Jayaprakash Narayana criticized the Centre and wondered how the government intended to complete the project in five years with these meager funds. He said that it would take more than thousand years for the government to complete the project and demanded that the government increase allocation. He wanted the government to complete the project in the next five years as promised in the AP Reorganisaton Act.

The Lok Satta leader expressed concern over the increasing gap between the two Telugu States. He felt the need to clear differences between the two States and resolve disputes for peaceful co-existence. He emphasized the need to create a friendly atmosphere between the two Telugu States for better coordination and growth.

LSP to hold roundtable on Reorganisation Act


Lok Satta Party will be organising a round table with leaders of various political parities, including Jana Sena chief Pawan Kalyan, employees unions, students’ unions representatives and others on March 15 in Hyderabad to mount pressure on the Centre for implementation of A.P. Reorganisation Act.

“Cutting across party lines, politicians should come on a platform to remind the Union government about its assurances,” said Lok Satta Party national chairperson Jayaprakash Narayan here on Sunday.

Addressing media persons, Mr. Jayaprakash Narayan appealed to students to extend support for the March 16 human chains formations planned across the State. College managements have been requested to permit their students for couple of hours to participate in the human chain formations, he said.

Before commencing the Sankalp Deeksha, his silent protest here, he said it was Lok Satta Party, which highlighted the revenue loss the State would suffer in the event of bifurcation.

He demanded the State government to release a White Paper on the expenditure and income and the actual revenue deficit post bifurcation of Andhra Pradesh.

He criticised the Central government for allocating a mere Rs.100 crore for Polavaram project, which would benefit both Telangana and Rayalaseema. “The project should be completed in the next four years,” the LSP leader said.

Loksatta seeks citizen inputs for idling Nirbhaya Fund; Asks women to go out and play!

On International Women's Day, the Loksatta Party has called upon all citizens to come up with ideas to use the 'Nirbhaya fund' set up by the central government on the recommendation of the Justice JS Verma committee. LSP founder and chief ideologue Jayaprakash Narayan said it was a shame that the fund lies unused till date.

"When my dear friend, the late Justice Verma, asked us for recommendations after the ghastly Nirbhaya tragedy, a key proposal to set up a Nirbhaya Fund was accepted and a budget allocated," JP recalled. "It angers me that not a single rupee of this fund, now Rs2,000 crore, has been put to use! We don't need another reminder of the dismal state of our governance and the lethargy in every layer of government."

JP said it was important to think about the India we want for all of us, including women. "On this Women's Day, LokSatta Party is seeking ideas from all citizens on how to utilise this fund. It is my personal commitment to take the best of these ideas to Delhi and not rest until they are put to action," he said.

Addressing the press, LSP president Surendra Srivastava said, "We walk the walk. Unlike other parties that pay only lip service to women's empowerment and participation in the political process by fielding proxies and heirs, LSP is being built for women, by women. I am proud that every single aspect of our party, at the national and state levels, be it strategy, leadership, organisation development or ground-level protests, is headed by young and dynamic women who are not only passionate about politics but know what they are talking about."

Elizabeth Seshadri, who chairs the party's national legal committee, said, "LSP had provided a robust set of policies and changes to legislation to replace the antiquated half-measures that currently pervade our law. While some of our recommendations were implemented, several were left out, like fast-track local courts for speedy justice in sexual harassment cases. This must be remedied on priority."

Wishing all Indians and, in particular, women on Women's Day, LSP national general secretary Hyma Potineni urged girls and women to "set themselves free and occupy the playgrounds of the country's towns and cities".

Rejecting the patronising protectionism and overt misogyny of the BJP, proxy female leadership of a near extinct Congress, and empty rhetoric unsupported by action from the Aam Aadmi Party, she demanded not just a day for women but the entire year. The call to take over playgrounds is part of a year-long campaign by the party to unshackle women from regressive social conditioning and empower them.

"Everywhere I see, there are only boys or men at playgrounds," Hyma said. "Girls and women are excluded and seem to have renounced physical activity." If the public mindset is to change, she said, women must lead that change. "We demand that local governments create the infrastructure and ecosystem, including grounds, toilets and facilities, to enable girls and women to participate in and enjoy sport!"

The general secretary said LSP does not agree with the regressive thought that women must be protected. "We believe the fundamental guarantees provided by our Constitution must be enjoyed by every single citizen of this country. Women's right to freedom of movement, livelihood, education, and living with dignity are what we will fight for,” she said.

JP Seeks White Paper on AP's Finances


The state government should release a white paper on the actual economic situation of Andhra Pradesh, post-bifurcation, rather than making insignificant political statements, said Lok Satta Party national chairperson Jayaprakash Narayan.

He alleged that the successor state of Andhra Pradesh was given a raw deal in the Union Budget-2015 by the Central government and the TDP government failed to protect the interests of the state.

Addressing the party cadre and supporters during his day-long ‘Telugu Bhavitha Sankalp Deeksha’ protest in the city Thursday, Jayaprakash Narayan pointed out that Lok Satta Party was the first one to point out that Andhra Pradesh would suffer the revenue loss after bifurcation. “I made suggestions in the Assembly to prevent such revenue loss and the same were discussed in the Parliament following which the then prime minister gave assurances to provide financial assistance to the state,” he pointed out.

He stated that the state government did not spell out the actual revenue deficit after the state bifurcation, which resulted in revenue-rich Hyderabad going to Telangana making the latter a revenue surplus state. He wanted the Central government to compensate for the revenue deficit arising out of the state bifurcation without failure. He also demanded that the Centre should take steps to complete the long-pending Polavaram project before the completion of the present government’s tenure in the next four years.

“People are not looking for freebies and instead demanding for employment, which can be created only through establishment of new industries that require special incentives for industries and also special status for Andhra Pradesh,” he said.

He demanded that the Central government to immediately announce tax incentives and special status to Andhra Pradesh, and develop schools, power plants, irrigation projects and other infrastructure as promised in the Andhra Pradesh Reorganisation Act.

Jayaprakash Narayana, who organised a similar deeksha in Anantapur on March 3, is scheduled to conduct another protest in Vijayawada on March 8.

All Governments have to work to meet people’s aspirations and not dole out sops and goodies to win them over, Lok Satta Party chairperson Jayaprakash Narayan said.

Speaking after breaking his six-hour silent Sankalp Deeksha protest here on Thursday evening, he said that the Governments should stop indulging in rhetoric and vote-bank politics. People were not looking for freebies like package of goodies for festivals but for development of the State and increasing employment opportunities, he said.

He called upon all the students across the 13 districts of the State to form a human chain on March 16 to express their aspirations. He wanted the Government to organise an all-party meeting on March 17 to take cognisance of people’s aspirations and also prepare a clear agenda of the needs of the State to be followed up with the Centre.

He demanded that the State Government bring out a White Paper on the actual economic situation of the State, highlighting the revenue deficit it was facing consequent to bifurcation. The party leader also demanded that the Central Government take steps to complete the long-pending Polavaram project speedily. People of Telangana should realise that Polavaram would serve the interests of Telangana too, he said. Water was a national resource and should serve all people and there was no call for protests based on regional interests in this regard, he added.

The other two demands of the LSP that were highlighted in the Sankalp Deeksha are – tax incentives to industries and special status to the State; provision of basic amenities.
