Govt has always has ,besides, scarce and shortage of funds which is a fact. In such situation,there will be delay in undertaking various projects. Mere crying is of no use. To over come the funds constraints,let public&public institutions (INDIAN&FOREIGN)- participate through issue of bonds for specific purposes. These bonds should be redeemed from specific Cess/levies for a predetermined period. That means projects are self financing. Details can be worked out with the help of experts.Debate is requested.
