  1. It is galling that the States which fight for their rights with the Center choose to deny similar rights to local governments under them. Local governments constitute the third tier of federalism, and opposing their empowerment is opposing true federalism.

As Lok Satta been saying repeatedly, “Establishing directly elected and fully empowered District Governments and City/Metro governments - mandatory district-wise budgeting - per capita grants directly to local governments - strengthening the third tier of government in the Indian federal structure” is key to empower citizens.

Today the Government and the Opposition in AP are misleading people by portraying local elections as State or national elections in violation of the federal spirit. It amounts to questioning people's right to self-governance. Local elections should be fought on local issues that affect people's day-to-day lives since they have little to do with State or national politics.

Lok Satta should make every effort to take its agenda of empowered local governments to the grassroots level and make people understand that voting for Lok Satta can alone bring true self-rule to them.
